The Sycophant

Who he is....

Often referred to simply by his rank, Elliot is Hein's right hand man.  He appears to have the calm sensibilities that the general often lacks, but either Hein doesn't listen to him or he doesn't try to assert himself.  The major appears to be a very cautious man, often but carefully speaking his concerns.  But rarely does he follow these concerns, instead choosing to follow his superior officer's orders.

Perhaps, deep down, Elliot believes in Hein's methods.  Or, maybe, he secretly believes in Sid's theories.

Whether Elliot's dogged devotion to Hein is a friendship thing, a loyal service to his country thing, or a sycophantic butt kissing pursuit is really anyone's guess.

Despite his comparatively small role in the movie, Elliot seems to have attained relative popularity.  Although I don't think he's ever reached the favorite character stage, he does have a few fans.  He's even been tortured by fanfiction writer Ntrophi, who began a series of comical stories about his misadventures in serving under Hein.
